Margaret Harding
President, 4 Factor Consulting, LLC
Margaret Harding is a nuclear engineering and regulatory policy leader with more than four decades of experience spanning the commercial nuclear industry, government, and consulting. As President of 4 Factor Consulting, she advises advanced reactor developers, nuclear technology vendors, national laboratories, and industry organizations on export controls, regulatory strategy, nuclear quality assurance, and operational performance.
Harding played a significant role in the development of modern U.S. nuclear export controls, contributing to the drafting and implementation of the Part 810 regulation while advising the U.S. Department of Energy and the National Nuclear Security Administration on regulatory policy and process improvements. Her consulting work focuses on helping organizations navigate complex international regulatory environments while advancing the responsible deployment of nuclear technology.
Earlier in her career, Harding held senior leadership roles at major nuclear technology firms, directing global engineering organizations, licensing programs, and technical services supporting reactor fleets worldwide.
She holds a B.S. in Nuclear Engineering from Iowa State University and previously served on the Board of Directors of the American Nuclear Society.
