Margaret Harding

President, 4 Factor Consulting, LLC

Margaret Harding is a nuclear engineering and regulatory policy leader with more than four decades of experience spanning the commercial nuclear industry, government, and consulting. As President of 4 Factor Consulting, she advises advanced reactor developers, nuclear technology vendors, national laboratories, and industry organizations on export controls, regulatory strategy, nuclear quality assurance, and operational performance.

Harding played a significant role in the development of modern U.S. nuclear export controls, contributing to the drafting and implementation of the Part 810 regulation while advising the U.S. Department of Energy and the National Nuclear Security Administration on regulatory policy and process improvements. Her consulting work focuses on helping organizations navigate complex international regulatory environments while advancing the responsible deployment of nuclear technology.

Earlier in her career, Harding held senior leadership roles at major nuclear technology firms, directing global engineering organizations, licensing programs, and technical services supporting reactor fleets worldwide.

She holds a B.S. in Nuclear Engineering from Iowa State University and previously served on the Board of Directors of the American Nuclear Society.

Steven Bullock, M.Sc.

Export Compliance Consultant

Steven Bullock is a nuclear export controls specialist who advises reactor developers, nuclear technology companies, and research institutions on compliance with U.S. export control regulations.

As a consultant, he helps organizations translate complex regulatory requirements into practical, operational compliance programs that support international collaboration while protecting national security. His work includes compliance program assessment and design, export authorizations, jurisdiction and classification determinations, regulatory engagement, and training for engineering and executive teams.

Earlier in his career, Bullock served as an Export Control Officer in the commercial nuclear sector and later advised researchers within the U.S. national laboratory complex on export controls and deemed export risk.

Bullock is also a paralegal, has held leadership roles with the North American Young Generation in Nuclear, and is a contributing author to the planned American Nuclear Society Standard 60.1 on Civilian Nuclear Export Controls.

He holds a Master of Science in Management from the University of Maryland and is an ECoP®-certified ITAR professional.
